Passed away surrounded by his loving family on Friday November 11, 2022, at the age of 64. Son of the late Leonard and the late Josephine Palmer. Beloved husband of Deborah Palmer née Stocker. Loving father of Michael (Jessica). Cherished grandfather of Lina. He will be missed by his dear sister Diana (Bill Green), his niece Crystal, his father-in-law and mother-in-law; William and Gisele Stocker, his sister-in-law Linda (Ward Hewitt) and his brother-in-law Randy Stocker (Artur Wilczynski). He will be remembered by his aunt Mary Scott, his cousins and many dear friends and colleagues.

I had a pleasure to work with Jim as probably one of his first colleagues at the CCCS. I remember that we brought Jim right away to a tense technical discussion with a department to get his feet wet. He started participating the discussion soon enough and was eager to help the department. Jim was such a wonderful colleague and a professional. He will be missed. We are all grieving the tragic loss of a dearly loved and respected brother-in-law. Jim was a man of strength, determination and courage, an inspiration to us all.
