It is with heavy hearts and loving memories that we announce the passing of Susan Ruth Bowen (nee James), who left us peacefully on October 30th, 2025, surrounded by family.
Susan was a strong, determined, and deeply caring woman who built a life grounded in love, resilience, and purpose. She was a devoted wife to Robert (Bob) Bowen, a proud and loving mother to Andrea (Paul Thomson), Chris (Lindsay) and Nick (Lisa), and a cherished grandmother to Cohen, Everly, Raegan and Violet. She will also be dearly missed by her siblings Lynda Huber, Debora Reimer, and Douglas James, as well as many nieces, nephews, extended family, and friends. She was predeceased by her father Norton James, her mother Ruth James and her brother Donald James.
Usually in high heels, nails done perfectly, sporting a new funky hairstyle, Sue’s style was immediately apparent and undeniable. She never met a piece of costume jewelry she didn’t like, but was also willing to indulge in the good stuff! Whether it was visiting with family, heading out for a spa day, or taking the kids back to school shopping, you always felt Sue’s presence when she walked in a room.
While her economics degree and medal of distinction from Queen’s University certainly helped, it was that presence that led her to achieve all that she did during her career. Sue was a pioneer in the Federal Public Service, having spent time in multiple departments and successfully climbing the executive ranks to retire as an Assistant Commissioner at the Canada Revenue Agency, at a time when women had to fight twice as hard to get there.
Even with all she accomplished, Sue was a mother first. Andrea, Chris and Nick were always so excited for her over the top Christmas generosity, while also being slightly scared they’d be the unlucky one to get her near impossible rhyming-clued scavenger hunt. The passion didn't stop at Christmas as Sue was known to don her bearded pirate costume to give out candy on Halloween. Whether it was celebrating holidays, camping at Bon Echo or road trips to Prince Edward Island, Sue brought energy and love to those she was with.
One thing that was unmistakable about Sue, and you knew where it came from if you met the James’ family, was that she never hesitated to share her opinion! Sue was so proud as her children found partners and her family began to expand. Those that came into her family quickly learned that when you heard her voice rise and the words “you know I was thinking…” it was time to listen up! Sue was so invested in those around her and she cared deeply about the challenges they were facing. She was quick to lend an ear, express heartfelt support and share impactful and empowering advice.
Sue’s investment in family made her a natural for retirement. As Cohen, Everly, Raegan and Violet entered her life, she became a grandma with layers. Sue had the fun layer - she would nurture the babies, she’d spoil the toddlers and she’d bond with the kids. Like a good public servant, Sue also had the rule following layer - she understood that mom and dad were now the bosses, and one of her jobs was to implement the rules that mom and dad laid out. Her grandkids were so lucky to have her.
It wasn’t all about the grandkids, mind you; retirement allowed the super analytical economics graduate to tap into her creative side. Sue became an avid painter, experimenting with everything from abstract, to bowls of fruit, to cityscapes and portraits. That joy was matched by a love for travel with Bob. Devoted partners since high school, Bob and Sue explored the world together, visiting Maui every winter and discovering river cruises in Europe.
Throughout her life, Susan inspired those around her with her strength, grace, and unwavering dedication to her family. She was equally admired for her accomplishments beyond the home, where her intelligence, work ethic, and compassion left a lasting impact on all who had the privilege of knowing her.
Her laughter, wisdom, and gentle guidance will be remembered always. As per Sue’s request a small gathering for family will be held.
In lieu of flowers, the family kindly invites donations to the Alzheimer’s Society of Canada or the ARTicipate Endowment Fund supporting Ottawa artists at the Shenkman Arts Centre

The last time I got to visit with Susan was at her home at an anniversary celebration for her parents. I hadn’t seen her for years. We had such a great visit! She was showing me her paintings. Gorgeous! I’ve always admired her career and the successful person that she was.

I remember Sue fondly for so many reasons but the memories that stand out the most are the many spirited political debates we always had whenever visiting my parents house for family get-togethers.

As a fresh-faced new public servant, Sue left a lasting impression on me. Showing me inspiring, strong female leadership while making me feel welcome and included. I remember helping her complete her workplace charitable donation one year and seeing her generosity first-hand, hoping that one day I would also be in a position to likewise give back. I have fond memories of working with Sue and remember the flair, style and leadership she provided to her staff. She was one of my first inspirational female leadership models early in my career. My sincere condolences to her family and especially Chris with this loss.
I VIVIDLY remember Auntie Sue taking me shopping for a special back to school outfit…it was the mid 80’s, the top was electric blue and black and I’m certain it had stirrup pants. I can remember telling Auntie Sue that I didn’t think my mom would like me having it…and her response was something like “your mother can take it up with me if she doesn’t like it!”♥️♥️
