It is with great sadness that the family of James Richard “Jim” Dalzell announces his passing peacefully at Montfort Hospital in Ottawa, Ontario. Jim was predeceased by his beloved wife of 54 years, Mary Kathleen Dalzell (nee McManus), whose love was the great joy of his life.

Jim will be lovingly remembered by his children Karen of New York City and Michael of Vancouver; his grandchildren Oona and Zoë Dalzell-Sexton and Stella, Daela and Ainslee Dalzell, and his brother Gordon Dalzell (Mary Ellen) of Fredericton, New Brunswick, and their family. He was predeceased by his parents, Dal and Alice Dalzell, and by his brother Ronald Dalzell.

Born and raised in New Brunswick, Jim dedicated much of his professional life to the Canadian federal public service. Over a career spanning several decades, he held a number of senior executive positions, culminating in his role as Director General of Human Resources with the Department of Indian Affairs and Northern Development. He was respected for his steady leadership, fairness, and thoughtful approach to public service.

Beyond his professional accomplishments, Jim will be remembered most for his warmth, loyalty, and deep devotion to family and friends. He especially loved music, dancing, lively conversation, and time spent with those he cared about. Above all else, he cherished his life with Mary — they were true companions in every sense, sharing friendships, music, family, and a partnership that shaped the lives of everyone around them.

Jim was a longtime member of the Annunciation of the Lord Parish in Beacon Hill North, where he and Mary were active members of the community for many years.

Visitation will be held at Beechwood National Memorial Centre on Thursday, May 28th, 2026 from 12 noon until 2.  A Funeral Mass will be held at Annunciation of the Lord on Friday, May 29th, 2026 at 1 pm, followed by burial at Beechwood Cemetery at 3 pm.           

In lieu of flowers, donations in Jim’s memory may be made to Annunciation of The Lord or to organizations supporting music and community arts programs.

  1. I am so sorry he passed. I am glad you all made it down in time to spend those last days with him. We are going to miss him very much. We spent most holidays, birthdays and Sunday dinners with him. Uncle Jim was such an important part of our family and he left a big hole. At least he is reunited with Mary, I just can just see him smile standing right beside Aunt Mary.

  2. It is difficult to say goodbye to someone who has been foundational to my family here in Ottawa. Since the day Jim and his family moved to town he has been an important part of my family’s history. He has been part of every Christmas and Thanksgiving and a faithful presence for just about every important event in between. His memory will be cherished for his warmth, his love and support for family, his humour and so very much for his absolute devotion for his beautiful wife, Mary.

  3. I feel so privileged to have been able to know Jim and share in some great times with him at family gatherings the last 10 years. He was always so warm and welcoming of everyone, greatly loyal to family, a superb conversationalist, loving to laugh, and an unbeatable match at cribbage. He had such a brightness of spirit and the most endearing little chuckle. R.I.P. kind soul. My deep condolences to all of Jim’s family members. He will surely be greatly missed and always fondly remembered.

  4. As Jim’s oldest brother I couldn’t have asked for a more loving and supportive brother . Although he was seven years older, I have so many fond memories over the years of our family life together growing up in Moncton with our parents Alice and Winford and Jim’s other brother Ron .
    Jim was very supportive to me and even as the youngest brother he was always patient and kind hearted to me even when i would be a nuisance like the times I would fuss to get him to turn off his radio when we all shared the one bedroom or when I wanted to tag when he was playing his string base at a gig .
    Jim and Mary went out of their way welcoming Mary Ellen and our three children when we would visit them in Ottawa ,again his generosity and good natured news made those visit memorable for our family .
    Finally , Jim s mom and Dad were so proud of him . I was pleased to assemble those Life Book of memorabilia that captured Jim’s early life growing up that Karen and Michael along with their children can enjoy that captured the wonderful person Jim was all his life .

    As I got older we had more time together especially when he m9ved to Fredericton working for the Provincial Government and I was attending Saint Thomas University He would gladly let me use care ,so generous and kind hearted to me and so many others in his life
